The Institute of Technical Education (ITE) is Singapore's principal provider of career technical education and training.  It is an integral part of the mainstream National Education and Training System, taking in 25 per cent of the annual school cohort under the “One ITE System, Three Colleges” Model of Education and Governance.  A post-secondary education institution and statutory board under Singapore's Ministry of Education, ITE is governed by a tripartite Board of Governors.


Mission, Vision and Values

ITE's Mission is to create opportunities for school leavers and adult learners to acquire skills, knowledge and values for lifelong learning in a global economy.  Its Vision is to be A Global Leader in Technical Education. To achieve this, the organisation is firmly committed to the 'ITE Care' Values - Integrity, Teamwork, Excellence and Care.

 

Led by its strategic blueprints and quality programmes, ITE has transformed into a world-class institution. Its brand name has become well-known locally and internationally for training relevance and value.  In 2005, ITE became the First Education Institution to win the prestigious Singapore Quality Award (SQA) for world-class business excellence.  The SQA is equivalent to the Malcolm Baldrige Quality Award in the USA and the European Quality Award. More recently, in September 2007, ITE reached another milestone by winning the global IBM Innovations Award in Transforming Government administered by the Ash Institute for Democratic Governance and Innovation, John F. Kennedy School of Government, Harvard University.  This award was given in recognition of ITE’s 10-year trail-blazing transformation in Vocational and Technical Education.


ITE Certification System

To date, over 280,000 of Singapore’s workforce have benefited from an ITE education.  ITE takes in at least 13,000 students per year, with an annual enrolment of 23,000.  In 2007, full-time enrolment for ITE peaked to a record of 24,385.  ITE has also risen to the challenges of globalisation by offering its national qualifications overseas.


At the core of ITE’s Certification System is the National ITE Certificate, or Nitec, which forms the framework for accrediting ITE courses and setting skills standards to help develop skilled specialists in support of Singapore's global competitiveness.  Nitec caters to the certification needs of industry in areas that encompass key economic sectors in Singapore.  It recognises different levels of talent and aptitude among students with its three levels of differentiation based on entry prerequisites:

 

In line with the Government’s efforts to offer a greater diversity of pathways in the education system, ITE has launched its first niche Diploma Programme, the Technical Engineer Diploma (TED) in Machine Technology.  The programme is in collaboration with the Ministerium für Kultus, Jugend und Sport (Ministry of Education, Youth and Sports), Baden-Württemberg, Germany.   The duration of this course is two years of full-time institutional training and one-and-a-half years of working experience.


'One ITE System, Three Colleges' Governance and Education Model

In its journey of excellence, ITE has adopted a “One ITE System, Three Colleges” Model of Governance and Education.  With high curriculum standards and a nationally-recognised Certification System it has built over the years, its three Colleges - ITE College Central, ITE College East and ITE College West - are empowered to become centres of excellence in technical education and develop niche areas and unique industry partnerships.


ITE courses are managed by four main Schools of Studies at its Colleges - Applied & Health Sciences, Business & Services, Engineering, and Electronics & Info-Comm Technology.


Although each College offers different courses, all Colleges maintain a total, all-rounded education package that reflects ITE’s unique “Hands-on, Minds-on, Hearts-on” brand of college education.  This brand of education ensures that all ITE graduates possess the required skills-set for employment; become independent-thinking and flexible practitioners, able to cope with rapid changes in the environment; and have a passion for what they do, self-belief and care for the community and society.


ITE College Central

ITE College Central currently operates from five campuses, pending the completion of its comprehensive College mega campus in 2012.  It will be the third instalment of the “One ITE System, Three Colleges” Model.  The niche programmes offered at ITE College Central include Aerospace Technology, Creative Media and Wafer Fabrication.


ITE College East

ITE College East is ITE's first comprehensive mega College to be built under the “One ITE System, Three Colleges” model.  The College opened its doors to its first cohort of students in January 2005.  Currently in full operation, the College has a capacity for more than 7,200 full-time students.  The niche programmes offered at ITE College East include Beauty & Wellness, Chemical & Life Sciences and Healthcare Services.


ITE College West

ITE College West currently runs five campuses.  It will be the second of ITE's comprehensive Colleges, targeted for completion in 2010.  It has a projected capacity of 7,200 full-time students.  ITE College West will provide students with an inspiring learning journey to acquire market relevant skills, knowledge and values, with special emphasis on the development of service excellence skills, knowledge and mindset.  Its niche programmes include Automotive Technology, Culinary & Hospitality and Precision Engineering.

Mr Poh is the Director & Chief Executive Officer of the Institute of Technical Education (ITE) since 5 February 2007, the largest post-secondary institution for vocational technical education and training in Singapore.  He is also Chairman of Board of Directors of NorthLight School, CEO of ITE Holding Pte Ltd, Member of Hong Kong Vocational Training Council and Board Member of Workforce Development Agency. His professional affiliation includes: Member of the Institution of Engineering and Technology, UK, and Fellow of the Institution of Engineers, Singapore.


Mr Poh graduated with a Bachelor of Science in Electronics Engineering (1st Class Hons) from University of Essex, UK (1980), and the Asia-Pacific Executive MBA from National University of Singapore (1998).  He was conferred the Public Administration Medal (Silver) National Day Honours in 2004. 


After his graduation, Mr Poh started his career as an Engineer in Hewlett Packard before joining the Economic Development Board (EDB) in 1981.  He was sent to France, USA and Japan for training attachments in microprogramming, machine vision & robotics and Flexible Manufacturing Systems.  During his 10-year stint in EDB, he held various positions, including Assistant Head, Planning and Development, Lecturer, Group Head and Assistant Director of the French-Singapore Institute.

 

Mr Poh was seconded to Nanyang Polytechnic in 1992 as a member of the pioneering team, playing a lead role in the start-up of Singapore’s fourth Polytechnic. He was instrumental in developing the Polytechnic as an intelligent campus; establishing the e-Learning infrastructure; maintaining strong links with key players in industry and overseas institutions; and garnering the support of technology collaboration partners. He held key portfolios and responsibilities in the Polytechnic, including consecutive appointments as Director/School of Information Technology, Director/School of Design, Director/School of Business Management, and Director/Centre for Quality. He was appointed Deputy Principal (Development) in 2001.   He also spearheaded strategic initiatives and projects, such as the setting up of the School of Life Sciences, and establishing the Bioinformatics Group, focusing on building capabilities in the fast-emerging bioinformatics field.  He was instrumental in setting up the $67M Chemical Process Technology Centre in Jurong Island, where Nanyang Polytechnic has a key role as manager/training partner of EDB in this project.

Sabrina is responsible for spearheading ITE's strategic corporate functions under “One ITE System” at ITE Headquarters. These include strategic planning and organisational results; organisational, innovation and service excellence; corporate branding, communications and marketing; and international development and relations. She is also the Secretary of the ITE Board of Governors, and served as Special Assistant to CEO/ITE, Manager and Divisional Director for Human Resource before her current appointment.


Sabrina was an active change agent and driver for ITE’s successful transformation through three strategic blueprints, the turnaround of ITE's brand name and image, and its win of the prestigious Singapore Quality Award (SQA) in 2005 — the highest national award for global business excellence.


Besides serving as National Assessor for Business Excellence, Sabrina is also a Council Member of the Singapore Institute of Human Resources, chairing its Branding and Marketing Committee. She has a Bachelor of Arts (Economics & Sociology) from the National University of Singapore, a Diploma in Management Studies, and a Master of Business Administration from the City University of New York, USA.

Hwa Yew is responsible for student and academic services, student care programmes, alumni activities, as well as the holistic development of students through Physical Education, Co-Curricular Activities, leadership development and other non-academic programmes at ITE College Central. Hwa Yew also coordinates the ITE Global Education Programme for staff and students of all the three ITE Colleges, which includes overseas exchange programmes, work attachment, community services and cultural and sports programmes, in collaboration with ITE's international partners.


Hwa Yew was Lecturer/Head of Department for Electrical Engineering, Campus Manager and Deputy Training Manager before her current appointment. She holds a Bachelor of Engineering in Electrical Engineering (2nd Class Honours) from the University of Aberdeen, Scotland and a Master of Arts in Educational Management from the Nanyang Technological University, Singapore.
